Proposes a constitutional amendment requiring New Jersey State Legislature consent before the State can agree to be bound by any international trade agreement provisions.

Establishes four State Legislative Points of Contact (one appointed by each legislative leader) to serve as official liaisons with federal government and Governor on trade matters and receive all federal communications regarding trade negotiations.

Creates a Citizen's Commission on Trade and Democracy composed of the four legislative liaisons, Attorney General, heads of four designated departments, and 10 gubernatorial appointees representing labor, business, farmers, and trade policy experts.

Requires the Commission to hold public hearings statewide on the social, environmental, economic, and legal effects of pending trade agreements before the Legislature can vote to authorize State concurrence.

If approved by the Legislature and voters at a general election, the amendment would add a new paragraph to Article IV, Section VII of the New Jersey Constitution.
