Establishes the "Joint Committee on Human Trafficking" to assess and monitor human trafficking initiatives, programs, and supports in New Jersey and identify short-term and long-term solutions to improve their effectiveness

Committee comprises six legislators: three Senators appointed by the Senate President and three Assembly members appointed by the Speaker, with no more than two members from each chamber belonging to the same political party

Directs the committee to consult with the NJ Department of Law and Public Safety, NJ Commission on Human Trafficking, and the Human Trafficking Unit of the Attorney General's Office, as well as academic experts and organizations working with trafficking victims

Requires the committee to hold its first meeting within 30 days of majority appointment, with all official meetings open to the public, recorded, and transcribed

Mandates annual reports to legislative leadership and Law and Public Safety committee chairs containing findings, recommendations, and proposals for legislation or regulatory action
