Designates May 17 of each year as "Menstrual Empowerment Day" in New Jersey, honoring the birthday of Mary Beatrice Davidson Kenner.

Kenner, who holds the most patents of any Black woman, invented the sanitary belt in 1957 but was denied a marketing deal when a company discovered her race.

Requests the Governor to annually issue a proclamation calling on public officials, private organizations, and citizens to observe the day with appropriate awareness activities and programs.

Aims to recognize efforts to promote menstrual hygiene, ensure access to feminine hygiene products, end period poverty, and eliminate stigmas associated with menstruation.
