Permanently designates May of each year as "Emotional and Behavioral Disorder Awareness Month" in New Jersey to foster public awareness and understanding of these conditions

Requests the Governor to annually issue a proclamation calling upon public officials and citizens to observe the month with appropriate activities and programs

Aligns with National Children's Mental Health Awareness Week, which occurs during the first week of May

Aims to reduce stigma associated with mental illness and improve access to treatment, particularly for children who face higher risks of school suspension, substance abuse, and juvenile justice involvement
