Public members serve staggered three-year terms with initial appointments due within 30 days of the bill's effective date; members may be removed for cause by their appointing authority

Commission must issue an initial report on findings and recommendations to the Governor and Legislature within one year of formation, followed by annual reports thereafter

Department of the Treasury provides staff support, and the commission may call upon employees from any state, county, or municipal agency as needed
