Designates July as "Diverse Business Month" in New Jersey to promote the success of diverse-owned businesses annually.

Requests the Governor to issue an annual proclamation and calls upon public officials, community leaders, and business leaders to observe the month with appropriate activities and programs.

Recognizes that persons of color own 21.7% of New Jersey businesses, women own 39.6%, and veterans own 4.2%, with over 150 LGBTQ+-certified businesses since Executive Order 295 and P.L.2024, c.10.

Notes that nationally, businesses owned by persons of color generated over $1.3 trillion in receipts in 2020 according to the U.S. Census Bureau.

Acknowledges that diverse-owned businesses face challenges including limited access to capital and significant disparities in State contracting opportunities for construction, professional services, and general goods and services.
