Nationally, nearly three million Black-owned businesses generate $150 billion in annual revenue and support almost four million jobs

Authorizes the Governor to issue annual proclamations and directs the New Jersey Business Action Center to publicize the observance

Aims to help reduce the racial wealth gap, citing research from the Association for Enterprise Opportunity showing Black business ownership reduces wealth disparities
