Recognizes the right to adequate food for all New Jersey residents, encompassing physical and economic access to nutritious, safe, and culturally appropriate foods at all life stages.

Defines the right to include food availability, food sovereignty, sustainability, satisfaction of nutritional needs, and access to clean water for personal consumption and food production.

Encourages State, county, and municipal entities to coordinate with the Department of Agriculture to prioritize New Jersey farmers' access to commercial markets, support sustainable farming lifestyles, and promote farmland preservation.

Authorizes the Department of Health to promote food banks and soup kitchens to ensure access to adequate food, free or at affordable prices, in physically accessible locations.

Explicitly states the resolution does not create a private right of action for violations, and encourages prioritizing needs of underdeveloped communities as determined by the Commissioner of Health.
