Establishes a 7-member "Autism and Developmental Disabilities Study Commission" including the Commissioners of Health and Human Services (or designees), plus one appointee each from the Senate President, Senate Minority Leader, Assembly Speaker, Assembly Minority Leader, and Governor

Commission will study how hospitals, law enforcement agencies, prosecutors' offices, and courts train employees to identify and interact with people with autism, Down syndrome, and other developmental disabilities

Members must be appointed within 60 days of enactment, with four members constituting a quorum for voting on recommendations

Commission must issue a report with findings, conclusions, and legislative or regulatory recommendations to the Governor and Legislature within one year of organizing

Members serve without compensation but may incur traveling and miscellaneous expenses; commission dissolves 30 days after submitting its report
