Cites specific cases including the deaths of George Floyd (May 25, 2020), Breonna Taylor (March 13, 2020), and Maurice Gordon in New Jersey (May 23, 2020)

Declares that police brutality disproportionately affects Black people, Native Americans, Latinos, people with disabilities, LGBTQ+ individuals, immigrants, and those experiencing homelessness

Asserts the Legislature has a moral and constitutional obligation to protect civil rights and liberties from police abuses
