Establishes sliding scale caps on attorney contingency fees: 30% of first $250,000, 25% of $250,000-$500,000, 20% of $500,000-$1 million, and 15% above $1 million

Requires Patient's Compensation Fund payments for medical care benefits to be made as expenses are incurred rather than in lump sums
