New Mexico would adopt daylight saving time as the permanent year-round standard, eliminating the biannual clock changes required under the federal Uniform Time Act of 1966

$100,000 appropriated from the general fund to the Department of Information Technology for fiscal years 2027-2028 to convert state IT systems to permanent daylight saving time

The exemption would not affect federal standard time governing interstate commerce carriers or federal agency deadlines and requirements

Effective date is contingent on federal law authorizing states to make this change, plus either Texas adopting permanent daylight saving time (including El Paso County) or El Paso County independently adopting it via local ordinance

The timing change would take effect on the second Sunday of March or first Sunday of November, whichever comes first after federal authorization
