Amends Section 61-3A-3 NMSA 1978 to expand protections for nurses who invoke "safe harbor" when they believe an assignment would expose patients to unjustifiable harm or violate nursing standards

Extends prohibition on retaliation to include health care facility personnel, not just the facility itself

Adds "bullying" to the list of prohibited retaliatory actions against nurses invoking safe harbor, alongside demotion, suspension, termination, discipline, and discrimination

Requires post-occurrence reviews to include an inquiry about any perceived retaliation that occurred as a result of invoking safe harbor
