Creates a three-year pilot project providing specialized biliteracy training and professional development for teachers to improve educational outcomes for at-risk students (economically disadvantaged, English language learners, Native American, and students with disabilities)

Scales teacher participation from 125 teachers in year one, to 250 in year two, to 500 in year three, prioritizing teachers from districts with significant bilingual learner enrollment and those working in bilingual multicultural education programs

Training covers instruction in languages other than English, developing second language literacy, biliteracy, transliteracy, and multiliteracy across content areas

Allows the Public Education Department to contract with qualified private providers who have expertise in biliteracy development and established relationships with school districts, tribes, and multilingual communities

Appropriates $6,645,000 from the general fund for fiscal years 2027-2029, with any unexpended balance reverting to the general fund after FY 2029
