Expands annexation restrictions to apply to all Class A counties in New Mexico, removing the previous limitation that only applied to counties with populations over 300,000 persons

Requires municipalities to obtain approval from the board of county commissioners before annexing territory within a Class A county

Maintains existing prohibition against municipalities annexing territory within the boundary of another municipality

Amends Section 3-7-3 NMSA 1978, originally enacted in 1965
