School districts and charter schools are required to apply for and manage funding through this system for grants under the Elementary and Secondary Education Act/Every Student Succeeds Act, Individuals with Disabilities Education Act, Community Schools Act, and literacy programs

All proposed grant expenditures must include line-item details and are subject to Public Education Department approval

Current digital systems must comply with the new requirements by December 31, 2026

Appropriates $1,000,000 from the general fund to the Public Education Department for fiscal years 2026 and 2027 to implement and maintain the system, with unexpended funds reverting to the general fund
