Creates a New Americans Division within the Workforce Solutions Department to support non-citizen residents in achieving economic potential as workers and entrepreneurs

Division duties include expanding workforce training, improving professional licensure pathways for foreign-trained individuals, assisting businesses in attracting global talent, and supporting priority economic sectors

Requires coordination with multiple state agencies including Economic Development, Higher Education, Public Education, Health, and Regulation and Licensing departments

Mandates annual reports beginning August 1, 2027 on division activities, economic impact, population data, and workforce numbers of new Americans in New Mexico

Requires a study on refugee resettlement work, economic impact, and structure in New Mexico with findings due to the legislature by December 1, 2026
