New Mexico enters the Dentist and Dental Hygienist Compact, allowing dentists and dental hygienists licensed in participating states to practice in other member states through a "compact privilege" without obtaining additional state licenses

Establishes the Dentist and Dental Hygienist Compact Commission as a joint government agency to administer the compact, maintain a coordinated database of licensure and disciplinary information, and promulgate rules with force of law in participating states

Compact becomes effective when enacted by seven states; participating states must implement criminal background checks, accept national board examinations, require accredited education programs, and maintain continuing professional development requirements

Active military members and their spouses are exempt from commission fees for compact privileges to facilitate military family relocation

Amends the Dental Health Care Act to require license applicants to submit fingerprints to the Department of Public Safety for state and federal criminal history background checks as a condition of initial licensure or compact privilege
