Creates the Environmental Product Declaration Program within the Department of Environment to collect and analyze environmental product declarations from manufacturers of construction materials including concrete, cement, asphalt, steel, glass, roofing, insulation, engineered wood, and aluminum

Requires the department to promulgate implementing rules by January 1, 2027, covering verification procedures, auditing, and reporting requirements for environmental product declarations

Mandates annual reports beginning October 1, 2027 on the number of declarations received, geographic distribution of manufacturing facilities, progress assessments, and recommendations for reducing embodied carbon in state construction projects

Establishes the Environmental Product Declaration Fund as a nonreverting fund, with administrative costs capped at 10% of the fund balance per fiscal year

Transfers $5,000,000 from the general fund to the Environmental Product Declaration Fund, with an effective date of July 1, 2026
