Lobbyists and their employers must file lobbying activity reports with the Secretary of State disclosing the specific legislation lobbied, their position (support, opposition, or other), and whether that position changed.

Reports must be filed within 48 hours of commencing lobbying activity, including lobbying on legislation development before formal introduction.

Lobbying activity for each bill must be included or linked on the legislature's website for that specific piece of legislation.

All lobbying activity reports, registrations, and expenditure reports must be archived and publicly accessible on the Secretary of State's website for at least 10 years in searchable and downloadable formats.

Effective date is January 1, 2027.
