Prohibits plaintiffs from collecting medical malpractice judgments against an independent provider's personal income or assets if the provider maintained qualification under the Medical Malpractice Act or carried sufficient insurance to cover applicable per-occurrence recovery limits

Authorizes courts to reduce or nullify damage awards if plaintiffs made allegations that are irrelevant to the claims, made primarily to coerce settlement, or rely on the provider's personal income or assets

Defines "independent provider" as licensed physicians, chiropractors, podiatrists, certified registered nurse anesthetists, physician assistants, nurse practitioners, clinical nurse specialists, or certified nurse-midwives who are not hospital or outpatient facility employees

Excludes persons or entities protected under the state Tort Claims Act or Federal Tort Claims Act from the definition of independent provider

Applies to all medical malpractice claims brought on or after the effective date of the act
