Establishes an individual's voice and visual likeness as an exclusive property right that cannot be transferred during their lifetime but can be licensed for up to 10 years (5 years for minors), and extends 70 years after death

Defines "digital replica" as computer-generated representations of a person's voice or likeness in sound recordings, images, or audiovisual works where the person did not actually perform or where their performance was materially altered

Creates civil liability for producing, publishing, or distributing unauthorized digital replicas, with damages of $5,000 per violation for individuals, $25,000 per work for entities, or actual damages plus profits

Requires postmortem rights holders to register with the Secretary of State to enforce claims, including maintaining a publicly accessible online registry

Exempts from liability: bona fide news/documentary uses, commentary/criticism/satire/parody, fleeting or negligible uses, and online services that promptly remove content upon receiving violation notices
