Transfers regulatory authority from the Department of Game and Fish to the Department of Wildlife and updates terminology throughout the Off-Highway Motor Vehicle Act

Increases the maximum unladen dry weight limit for recreational off-highway vehicles from 1,750 pounds to 3,500 pounds and removes the engine displacement restriction of less than 1,000 cubic centimeters

Eliminates the exemption for nonresidents whose vehicles are registered in another state, requiring all nonresidents to obtain either a two-year permit (up to $57) or a 90-day permit ($17)

Expands the Department of Wildlife's authority to analyze off-highway vehicle impacts on state and local economies and public safety, in addition to natural resources

Effective date is July 1, 2026
