Requires all voters to present a current driver's license or identification card issued by the New Mexico Motor Vehicle Division before voting in person, along with a verbal or written statement of name, registration address, and year of birth

Requires absentee/mail-in voters to include a xerographic copy of their driver's license or state ID and their full social security number with their ballot

Directs the Motor Vehicle Division to provide free identification cards to any person who will be at least 18 by the next general election and signs a statement requesting an ID at no cost for voter identification purposes

Eliminates previously accepted alternative forms of identification including utility bills, bank statements, government checks, paychecks, student IDs, and tribal identification documents

Allows voters who cannot provide required identification to cast a provisional ballot and submit the required ID to the county clerk's office by 5:00 p.m. on the second day following the election

Effective date is July 1, 2026
