Repeals Section 74-1-18 NMSA 1978, which established New Mexico's Clean Transportation Fuel Standard Program enacted in 2024 (Laws 2024, Chapter 54, Section 4)

Prohibits the Environmental Improvement Board from adopting or continuing any rules providing for a clean transportation fuel standard

Removes statutory definitions related to the program, including "carbon intensity," "fuel lifecycle," and "transportation fuel" from the Environmental Improvement Act

Eliminates the Department of Environment's and the Board's authority to regulate carbon intensity of transportation fuels, including registration and related fees
