Enacts the "Transparency in Government Contracting Act" requiring all state and local government agencies to publish contract solicitations (bids, RFPs, RFIs) on searchable online databases within one week of issuance

Mandates government agencies update contract-related web pages at least monthly, include custodian of records contact information, and provide working links to the Department of Information Technology for inclusion in a central directory

Requires disclosure of emergency and sole source contracts, while exempting trade secrets and other legally protected confidential information from public disclosure

Establishes enforcement mechanisms allowing the attorney general, district attorneys, or any individual to seek court orders (injunction, mandamus) to compel compliance; contracts entered through knowing and willful violations are presumed invalid

Amends the Sunshine Portal Act to add a directory of links to all government agency transparency web pages, effective July 1, 2026
