Prohibits installation of nonfunctional turf on property managed by the General Services Department or Legislative Council Service beginning January 1, 2028

Beginning January 1, 2033, only recycled or reclaimed water may be used to irrigate existing nonfunctional turf on these state properties

Removed nonfunctional turf must be replaced with drought- or climate-resilient landscaping starting in 2033, including xeriscaping, native plants, and efficient irrigation systems like drip or water harvesting

Exemptions apply to cemeteries and turf under tree canopies where mulch replacement is determined not feasible

Appropriates $3,500,000 from the general fund to the General Services Department for fiscal year 2027 and subsequent years to implement the requirements, with unexpended balances carrying forward
