Creates a permanent 12-member Interim Administrative Rule Oversight Committee with equal appointments from House and Senate majority and minority floor leaders, required to meet at least monthly during the interim

Committee must review proposed executive agency rules, analyze fiscal impacts, assess compliance with authorizing statutes, and submit written recommendations to the proposing agency, attorney general, and governor during the public comment period

Amends the State Rules Act to require agencies to include a fiscal impact statement with any proposed rule estimated to cost more than $1,000,000 to implement

Fiscal impact statements must address impacts on agencies, municipalities, counties, and businesses, whether the rule constitutes a funded or unfunded mandate, and whether it's necessary for federal compliance

Appropriates $2,000,000 from the general fund to the Legislative Council Service for FY 2027 to staff the committee (up to 4 staff members), with effective date of July 1, 2026
