Every state agency must provide the Legislative Council Service with an email address for their custodian of rulemaking records

The Legislative Council Service must maintain a list of these agency email contacts for distribution to state legislators

Adds a new section to the State Rules Act to establish this rulemaking information sharing process between executive agencies and the legislature
