Requires public educational institutions offering interscholastic or intercollegiate athletics to provide equal athletic opportunities for both sexes and designate all teams, sports, and competitions as male, female, or coeducational

Prohibits males from competing for, against, or with teams designated for females, women, or girls at public schools, athletic clubs, and athletic associations; participants in female-designated events must be biologically female as determined by birth certificate

Allows male athletes to participate as practice players on female teams, provided they do not take roster spots, competition opportunities, scholarships, or school positions from females

Protects public educational institutions from complaints, investigations, or adverse actions by governmental entities, licensing organizations, or athletic associations for complying with the act

Creates private causes of action for individuals deprived of athletic opportunities, institutions harmed by violations, and persons subjected to retaliation for reporting violations, with remedies including injunctive relief, compensatory damages, and legal fees; actions must be filed within one year
