Public schools cannot deny enrollment based on race, ethnicity, sex, religion, disability, socioeconomic status, or residential address

Local school boards must determine capacity by grade level for each school and post vacancies on school websites at least every 12 weeks

Schools with available capacity must enroll applicants year-round on a first-come, first-served basis rather than using priority-based enrollment preferences

Enrollment denial grounds are limited to expulsion from any school in the preceding 12 months or behavior detrimental to welfare/safety of students or employees in the preceding 12 months

Local school boards must report enrollment data annually to the Public Education Department, including transfer applications, acceptances, denials, and reasons for denials, which the department must publish online
