Amends the Efficient Use of Energy Act to allow the Public Regulation Commission to incorporate the value of avoided greenhouse gas emissions when applying the utility cost test for investor-owned electric utilities

Expands the definition of "utility cost test" to permit consideration of avoided greenhouse gas emission values when comparing costs of energy efficiency programs against supply-side resource development

Applies specifically to investor-owned electric utilities, not distribution cooperative utilities

Modifies how the commission determines cost-effectiveness of energy efficiency and load management measures by explicitly authorizing greenhouse gas emission avoidance as a factor in the cost-benefit analysis
