Legislative Finance Committee must retain at least one contractor by September 1, 2026 to perform actuarial reviews of proposed legislation that may change health insurance coverage requirements

Each legislator may request one actuarial review annually, with up to 8 total reviews per session (2 each from House majority, House minority, Senate majority, and Senate minority parties); requests must be submitted by October 1

Actuarial reviews must include estimates of affected residents, changes in health care utilization rates, premium impacts, out-of-pocket costs, long-term cost changes, and impacts on state spending under the Health Care Purchasing Act and Public Assistance Act

Reviews must also evaluate whether proposed coverage aligns with FDA determinations, CMS coverage decisions, U.S. Preventive Services Task Force recommendations, and nationally recognized clinical practice guidelines

Appropriates $100,000 from the general fund to the Legislative Finance Committee for fiscal year 2027 to procure contractors, with unexpended funds reverting to the general fund
