Public libraries operated or funded by the state, county, or municipality are prohibited from removing or excluding materials based on partisan or doctrinal disapproval of content

Materials cannot be banned based on the intended audience's or creator's race, nationality, religion, sex, gender, sexual orientation, political affiliation, or other protected characteristics

Public libraries must establish written procedures allowing persons to challenge materials believed to be obscene, unlawful, or incompatible with the library's purpose

State, county, and municipal governments are prohibited from reducing library funding or retaliating against library staff members who refuse to remove materials in good-faith compliance with this law

Libraries violating these provisions become ineligible for state funding, with enforcement assigned to the Library Division of the Cultural Affairs Department; effective July 1, 2026
