Creates a new crime of making a false material statement to the legislature when a person knowingly makes an untrue statement in a legislative proceeding, including standing or interim committee hearings

Applies regardless of whether the statement is made under oath, affirmation, or penalty of perjury

Exempts statements made by members of the public during designated public comment periods at committee hearings

Allows any legislator who heard the false testimony to refer the matter to the district attorney in the district where the statement was made

Classifies the offense as a fourth degree felony
