Mandates reasonable accommodations for individuals unwilling or unable to use facilities designated for their sex, such as access to single-occupancy spaces, but prohibits access to opposite-sex facilities while members of the opposite sex are present

Requires public schools sponsoring overnight trips to ensure students share sleeping quarters only with members of the same sex or receive single-occupancy accommodations

Prohibits state agencies from banning sex-based distinctions in athletics, correctional facilities, juvenile detention facilities, and domestic violence shelters where biology, safety, or privacy concerns justify separate accommodations

Includes exceptions allowing opposite-sex facility access for custodial/maintenance purposes, medical assistance, law enforcement, emergencies, and young children accompanying adult caretakers
