Appropriates $3,300,000 from the general fund to the Board of Regents of New Mexico State University for expenditure in fiscal years 2026 through 2028

Funds the New Mexico Department of Agriculture to develop projects, programs, promotions, and educational and civic events recognizing the history, current value, and future economic potential of New Mexico's winemaking industry

Directs collaboration with the Department of Transportation on winery wayfinding signage and marking historical and cultural sites significant to New Mexico's winemaking history

Requires work with the Tourism Department's marketing division on national marketing and advertising related to the 400th anniversary of winemaking in America

Continues funding for an enologist staff position to support student education and job opportunities in the New Mexico winemaking industry; unexpended balances revert to the general fund at the end of fiscal year 2028
