Creates the Office of Energy Information, administratively attached to the Energy, Minerals and Natural Resources Department, with a director appointed by the governor by July 31, 2026

Requires energy-sector entities to submit annual data including energy-related functions, costs, fuel consumption, energy expenditures, imports/exports, water usage during generation, and fuel switching capabilities

Mandates the office publish an annual report beginning January 1, 2027 analyzing the competitive structure of the energy industry, energy-related functions by source and geographic area, and associated costs while protecting proprietary business information

Establishes an Energy Information Working Group with representatives from 12 state agencies to identify relevant data and propose reporting formats by December 1, 2026

Appropriates $3,000,000 from the general fund for fiscal year 2027 for staff, equipment, and operational costs, with unexpended balances reverting to the general fund
