Establishes a weight allowance for heavy-duty electric vehicles with a gross vehicle weight rating of 26,001 pounds or more, allowing them to exceed standard highway weight limits

Adds a new definition of "electric vehicle" to the Motor Vehicle Code: a motor vehicle powered entirely by electricity stored in a battery with at least 25 kilowatt-hours capacity, a range of at least 100 miles, and external recharging capability

Expands existing weight limit exceptions that currently apply to vehicles using idle reduction technology (400 pounds increase) and natural gas vehicles to now include qualifying electric vehicles

Amends Section 66-1-4.5 NMSA 1978 (definitions) and Section 66-7-410 NMSA 1978 (gross weight of vehicles and loads)
