Expands reimbursable school bus transportation costs to include "deadhead" miles—the distance traveled to pick up the first student and return after dropping off the last student on a route

Applies to transportation funding for students in kindergarten through 12th grade and three- and four-year-old children who are developmentally disabled

Covers both school districts and state-chartered charter schools receiving payments from the public school fund's transportation distribution

Amends the transportation allocation calculation formula to explicitly include deadhead miles in "total operational expenditures"

Effective date is July 1, 2026
