Establishes the New Mexico Prison Rape Elimination Act requiring all correctional facilities (prisons, jails, juvenile facilities, community confinement facilities) to implement zero-tolerance policies for sexual abuse and sexual harassment

Requires agencies to designate PREA coordinators, conduct inmate risk screenings within 72 hours of intake, and provide comprehensive training for employees, volunteers, and contractors on prevention, detection, and response to sexual abuse

Mandates specific protections for vulnerable populations including youthful inmates (under 18), transgender and intersex inmates, and those with disabilities or limited English proficiency, with individualized housing and programming decisions

Establishes reporting requirements including multiple channels for inmates to report abuse, mandatory employee reporting duties, investigation protocols, and annual public data collection on sexual abuse incidents

Prohibits cross-gender strip searches except in exigent circumstances, limits use of restricted housing for at-risk inmates to 30 days maximum, and requires free forensic medical examinations and mental health services for victims of sexual abuse
