Requires all state agency websites and mobile applications to comply with Web Content Accessibility Guidelines (WCAG) 2.1 Level AA standards by April 1, 2027, and mandates posting of website accessibility statements on agency homepages

Creates the Office of Accessibility within the Governor's Commission on Disability, led by a chief accessibility officer who will provide technical assistance, training, and oversight to ensure state agencies meet digital and physical accessibility standards

Requires the Department of Information Technology to promulgate rules establishing and updating digital accessibility standards for state agencies

Mandates biennial compliance reports to the governor and legislature starting July 1, 2027, documenting state agency website, mobile application, and physical facility accessibility, with reports made publicly available

Provides exemptions for agencies that can demonstrate compliance would result in fundamental alteration of services or undue financial/administrative burden; effective date is July 1, 2026
