Allocates $807,247,200 for project design and construction, covering highway planning, design, right-of-way acquisition, road construction, rehabilitation, and $123,088,700 in debt service

Provides $321,336,300 for highway operations including roadway maintenance, bridge inspection, snow removal, chip sealing, and equipment purchases

Funds $98,013,200 for modal programs including transit grants ($33,226,300), air service assistance ($9,785,600), and traffic safety programs, with $8,700,000 coming from the weight distance tax identification permit fund
