Activities include creating and implementing a herd management plan and treating mares with fertility control vaccines

Authorizes humane relocation of up to 60 excess free-roaming horses

Provides for veterinary clinics to treat domestic horses, including gelding and vaccinations, with unexpended funds reverting to the general fund at the end of FY 2029
