Transfers the Substitute Care Advisory Council from administrative attachment to the Regulation and Licensing Department to the Attorney General, effective July 1, 2026

Updates council membership references to reflect current state agency names, including replacing "human services" with "health care authority" and "finance and administration" with "early childhood education and care"

Requires the council to exercise its functions independently and expands its purpose from identifying systemic policy issues to monitoring children placed in custody of the Children, Youth and Families Department

Transfers all functions, records, personnel, appropriations, property, equipment, contracts, and agreements related to the Citizen Substitute Care Review Act from the Regulation and Licensing Department to the Attorney General

Repeals Section 32A-8-7 NMSA 1978 and maintains the nine-member council structure with three-year terms for public members
