Establishes a Special Permit Review Board within the Department of Transportation, composed of the Secretary of Public Safety, Secretary of Transportation, and the managing director of the New Mexico Trucking Association (or their designees)

Creates a misdemeanor offense for operating overweight vehicles outside the time restrictions specified in special permits, with exceptions for mechanical failure or circumstances beyond the operator's control

Imposes civil penalties of $1,000 for a first time violation and $2,000 for a second time violation of permit time restrictions

Bars operators from receiving future special permits after a third violation, though they may apply to the Special Permit Review Board for continued eligibility

Effective date is July 1, 2026
