Creates a new civil cause of action allowing individuals to sue for damages when their U.S. constitutional rights, privileges, or immunities are intentionally obstructed, prevented, or infringed upon through unlawful force, fraud, coercion, or other unlawful means

Permits lawsuits against individuals in their personal capacity, regardless of whether they were acting under color of federal law

Establishes a three-year statute of limitations from the date the action accrues

Applies New Mexico's existing rules of practice and decision for intentional torts to these cases

Adds a new section to Chapter 41 NMSA 1978 (the state's civil actions statutes)
