Imposes a $2.00 per ton surcharge on solid waste accepted at landfills, with a reduced rate of $1.50 per ton for landfills that operate on-site composting facilities or divert organic waste to composting facilities

Revenue from the surcharge will be distributed to the Recycling and Illegal Dumping Fund to support grants for recycling programs, illegal dumpsite abatement, and composting initiatives

Expands grant eligibility under the Recycling, Circular Economy and Illegal Dumping Act to include food recovery, composting, and organic waste reduction initiatives for municipalities, counties, tribes, land grant communities, acequias, and soil and water conservation districts

Requires the Department of Environment to publish an annual report beginning June 30, 2028 detailing surcharge collections and tonnage accepted at each landfill

Effective date is July 1, 2027, with the Taxation and Revenue Department authorized to retain up to 3% of collections as an administrative fee
