Creates the "railroad crossing safety program" and "railroad crossing safety fund" as a nonreverting fund in the state treasury to improve safety at road and railroad track intersections in New Mexico

Appropriates $1,000,000 from the general fund for fiscal year 2027 and subsequent years, with unexpended balances carrying forward

Administrative costs capped at 3% of the annual fund balance; the Department of Transportation will administer the fund and establish rules for eligible project applications

Eligible projects include safety improvements at state, tribal, or federal road crossings with railroad tracks, including grade separation projects for vehicles and pedestrians

Fund money may be used as state match for federal grants and may be transferred annually (beginning October 1, 2026) to the state road fund for eligible projects
