Prohibits the Department of Public Safety from using state funds to support joint operations with federal law enforcement officers who conceal their identity while exercising law enforcement authority

Bars local governments receiving state public safety funds from participating in joint operations with identity-concealing federal agents

Exempts peace officers conducting sanctioned undercover operations, SWAT team activities, or explosive disposal operations from these restrictions

Establishes civil penalties of $5,000-$10,000 per violation plus treble damages, and allows qui tam lawsuits where private citizens can bring actions on behalf of the state

Attorney general has 60 days to intervene after receiving a qui tam complaint; the state receives all collected proceeds while defendants pay plaintiff expenses and attorney fees
